The Hastreus is a hostile mob that spawns in Iceika. Hastreus cannot do damage on their own (even when touching the player), but will apply a strong Slowness effect to any players in a 5-block radius. This can make it easier for other mobs such as Glacides and Frost Archers to catch up with the player.
